I thought that you may be interested in knowing how I made this cake stand for just over $2 (including glue).
I purchased the plate from the local op shop for $1.50 and the glass for 50c and then stuck them together with a 2-part epoxy glue suitable for glass.
Ensure that both surfaces are flat and allow at least 24 hours for complete bonding before use.
Simple, right? You may be able to make a prettier one using a porcelain tea-cup as the base or gluing together more than one tier using different sized plates. It's certainly easier and safer than trying to drill through your grandma's china.

Oh i've only seen it with a teacup like this, in Handmade Living book, but i LOVE the glass version. How many of us have an odd glass from a collection?? Love Posie
Oh, I must have another look at that book. I'm sure that there are much nicer versions than mine. However, I needed something in a hurry for my morning tea last week and couldn't find anything I liked at a decent price so the el cheapo version did the trick.
